Background: In protest against a recent rent increase imposed by the St. Pancras Borough Council, London, 38-year-old Donald Cook, an ex-paratrooper, has barricaded himself in his council flat in expectation of attempts to enforce an eviction order deadlined Aug 29.

On the balcony, a roll of barbed wire has been nailed between two old pianos. An old iron bedstead has been fixed to the roof to prevent entry that way, and odd pieces of furniture have been used to block doors and windows.

The fortified flat drew a crowd of supporters. Mr. Cook stayed out of sight, but was heard over the loudspeakers on a neighbour's balcony. As a symbol of their united opposition, tenants hung an effigy - painted with a swastika - representing the Chairman of the local housing committee.

Organised on the lines of a military campaign, the St. Pancras Tenants Association, of which Mr. Cook is Secretary, have set up a system of look-outs connected with Mr. Cook by field telephones. Claiming to have 1,000 supporters on call, an Association spokesman said they will rally to Mr. Cook's rocket signal if bailiffs arrive to remove him by force.
