Background: Sao Paulo, Brazil, is the largest city in the southern hemisphere -- and reputedly the busiest and the richest. With a population of eight million, it has fractionally more inhabitants then even London, once the world's highest-populated city. Sao Paulo, which only ten years ago had four million inhabitants probably also qualified for the world's fastest-growing city -- and statistics indicates that if present growth rates continue, it will be the world's largest in 15 to 20 years.
