    Peace talks between Moslem rebels and Philippines Government officials end today in Zamboanga City with a hopeful sign they will have the way for a settlement of the insurgency problem in the Southern Philippines.

    The talks opened officially on Thursday (April 17) at the Zamboanga State College. Rebel leaders from many of the scattered insurgent groups mingled freely with newsmen before sitting down to business. Security was tight and every entering the college was searched thoroughly for weapons.

    Ambassador Pangandaman, head of the government delegation, opened the talks and later told newsmen after closed door sessions there would be further talks as the government intensifies efforts to meet other rebels.

    The ambassador indicated rebel grievances ranged from alleged mismanagement by local officials in Mindanao to demands for more reforms in their respective communities.
