SYNOPSIS: For fifteen years, civil war has ravaged Equatoria, the Sudan's southern province. Half a million people have died and increasingly sophisticated weapons have been used, including Soviet-made helicopters. A top priority for the new Sudanese leaders, who seized power in an Army coup on Monday, will be to end the war. They are promising home rule for the southern rebels who have been fighting so tenaciously for secession.

One rebel prisoner is paraded to counter reports of ill-treatment at the hands of government forces. The most important captive is Rolf Steinor, the West German accused of leading the rebels. had been due to stand trial on July 25. But to capture of few rebel prisoners and their weapons had pinned downs tens of thousands of troops, and was costing the regime of ousted leader Jaafar El-Nimeiry over one million pounds sterling a year.

This rebel radio transmitter was made in West Germany. Captured arms include, British, Chinese and Soviet weapons. But other rebel equipment is less sophisticated. Mock rifles of wood and straw are said to have been used to terrorise ignorant villagers.

One of the major problems facing the new Sudanese leaders is the plight of refugees. this camp is just outside Juba. It's reckoned that at least three-fifths of the children here suffer from disease caused by malnutrition. When the fighting was fiercest, fifty-thousand people fled into Uganda, only to drift back later. Another twenty-thousand are currently expected to return from the Central African Republic, making the refugee situation more critical
One of the solutions of General Nimeiry's regime had been to establish resettlement schemes. This is one of eight so-called "Peace Villages", where thirty armed men guard three-thousand villagers, some of them former rebels who have returned to clear scrubland. Such camps are natural targets for the rebels. This one was raided three times earlier this year. Just before its fall, General Nimeiry's government was claiming that the rebels had been virtually crushed. It now remains to be seen ho the rebels will respond to the offer of home rule, held out by the leader of Monday's coup, Major Hashem El-Atta.
