    Rumania's President Nicolas Ceausescu has had a meeting in his capital, Bucharest, with Mr. Amilcar Cabral, one of the founders and the present leader of the African Party for Independence in Guinea and Cape Verde.

    Mr. Cabral's party has since 1962 been fighting a guerrilla war against the Portuguese administration in Guinea-Bissau, and now claims control of two-thirds of the territory.

    During their talks, President Ceausescu and Mr. Cabral discussed the organisation and functions of Mr. Cabral's party. They also discussed matters of mutual interest. The talks reportedly took place in a spirit of cooperation and friendship.

    The African Party for Independence in Guinea and Cape Verde says it have established an administration over that part of Guinea-Bissau under its control. It has set up schools and hospitals, and has organised citizens' committees in "liberated" villages. The latest matter to concern the Party is a call from Portugal for all guerrilla groups in Portuguese African territories to surrender and "take their place in national life". In a statement from Lisbon on Wednesday (5 July) the Portuguese Government assures party leaders like Mr. Cabral that no action will be taken against them if they surrender.
