    The annual conference of the ASEAN (Association of South-East Asian Nations) Foreign Ministers opened in Malaysia's Cameron Highlands North-west of Kuala Lumpur, today (Tuesday).

    The ASEAN members are Malaysia (represented at the conference by the Director of the National Operations Council, Tun Abdul Razak), Singapore (Foreign Minister S. Rajaratnam), the Philippines (Foreign Minister Carlos Romulo), Thailand (Foreign Minister Thanat Khoman) and Indonesian (Foreign Minister Adam Malik). Laos and South Vietnam have sent observers.

    Despite rain, the ministers played a round of golf - many of them demonstrating that their skill and experience as politician and diplomat are not necessarily the same on the golf course. In fact, it was non-golfers like Mr. Rajaratnam and Mr. Romulo who looked the least amateurish. There was plenty of room for improvement all round.

    Improvement was the keynote of the Tunku's speech. He hoped that the conference would lead to a stronger, closer and happier ASEAN. For a start, he announced the resumption of diplomatic ties between Malaysia and the Philippines which had been broken off over the Sabah dispute.
