    THE FIVE-MAN COMMISSION NAMED BY THE RHODESIAN REGIME TO REPORT ON A POSSIBLE NEW CONSTITUTION FOR THE COUNTRY WAS SWORN IN YESTERDAY (WEDNESDAY) IN SALISBURY BY MR CLIFFORD DUPONT, THE OFFICER ADMINISTERING THE REGIME. MR DUPONT WAS APPOINTED BY THE IAN SMITH REGIME TO REPLACE THE GOVERNOR, SIR HUMPREY GIBBS, WHOM IT NO LONGER RECOGNISES.

    THE COMMISSION, WHICH INCLUDES TWO AFRICANS -- A CHIEF AND A TRADE UNION LEADER -- IS DUE TO START WORK ALMOST IMMEDIATELY. IT WILL WORK IN PRIVATE AND IS EXPECTED TO TRAVEL WIDELY THROUGHOUT RHODESIA SEEKING THE VIEWS OF INDIVIDUALS AND ORGANISATIONS ABOUT THE KIND OF CONSTITUTION THEY WANT TO REPLACE THAT WHICH WAS FRAMED WHEN RHODESIA SEIZED ITS INDEPENDENCE FROM BRITAIN 16 MONTHS AGO.
