Background: After a Cabinet meeting at the Elysee Palace on Thursday, July 24th., Gen. De Gaulle was reported to be reluctant as far as attending a Summit Conference at the United Nations HQ, in New York, is concerned.
Heavy responsibilities dictate his being in France at all times. If the proposed Conference were of no more than two or three days duration the General would be prepared to attend it. On the other hand,if it were to be drawn out there is little doubt that he would not be there.
Premier De Gaulle prefers a meeting into which a great deal of preliminary work has been put, to eliminate the possibility of the conference deteriorating into a propaganda platform.
Among the Ministers at the Elysee Cabinet meeting were the Minister of Information, M. Soustelle,The Ministers of State,M.M. Irauz, M. Mollet and M. Pflimlin, the Finance Minister, M. Pinay, and the Foreign Minister, M. Couve de Murville.
