    Uruguay's President Juan Maria Bordaberry--who seized absolute power in June this year -- formally installed in new Council of State on Wednesday (December 19).

    The 25-members Council replaces the old Parliament dissolved in the military-backed coup on June 27. It was installed in the former Congressional building in Montevideo, the capital.

    The Council contains personalities not previously known for their political activities. Among them are 14 lawyers and three women. The Council is headed by the Opposition leader, Dr. Martin R. Echegoyen.

    President Bordaberry tightened his grip on Uruguay earlier this month, by banning Socialist political parties and student organisations, and closing two newspapers.

    Some eight political parties, forming a broad Socialist coalition, were outlawed, and many of their leaders detained. Similar action was taken against six student organisations. The Government is now preparing new laws defining crimes relating to political activities.
