    Background: The USSR Supreme Soviet met in session within a few days in Moscow.The Soviet parliament confirmed the USSR state development plans for 1981-1982 and the coming year which reflected the USSR's peace seeking policy as this country has retained the war expenditure of 5.3% at the 1981 level as against the rest of the Budget allocations.

    Says Lev Tolkunov, Deputy of the USSR Supreme Soviet, Member of the CPSU Central Committee, Chairman of the Administrative Board of the APN News Agency.

    "Following the conclusion in a few days of the USSR Supreme Soviet Session that dealt with Soviet economy, Chairman of the USSR Supreme Soviet, Secretary General of the CPSU CC, MR.Leonid Brezhnev is due pay an official visit to BRD.This will be his third visit to West Germany as the previous two ones have proved most positive.We look ahead to the forthcoming third visit by the Soviet leader with hope as it may facilitate foremostly detente and the reduction of nuclear weapon in Europe and the rest of the world."This problem has cause growing concern not only in BRD but throughout the world as well.The Soviet Union is seeking in the international arena to have nuclear weapons reduced first and then banned altogether.This means of destruction will inflict nothing else than a catastrophe on mankind.Therefore we hope the Soviet-West German top level talks, foremostly with Chancellor H.Schmidt, will prove positive in reducing the nuclear armaments and preventing a nuclear war in Europe and the whole world.
