    SOUTH VIETNAM'S LATEST CIVILIAN GOVERNMENT WAS UPSET BY A MILITARY COUP IN SAIGON TODAY (FRIDAY) JUST THREE DAYS AFTER IT TOOK OFFICE.THE GOVERNMENT HAD BEEN LARGELY SET UP BY GENERAL NGUYEN KHANH, WHO IS REPORTED TO HAVE BEEN PUT UNDER ARREST BY THE LEADER OF THE LATEST COUP, COLONEL PHAM NGOC THAO.

    THE LATEST CIVILIAN GOVERNMENT OF SOUTH VIETNAM CAME TO OFFICE ON TUESDAY WITH DOCTOR PHAN HUY QUAT AS PRIME MINISTER.THAT DAY, THE PRIME MINISTER PRESENTED HIS CABINET TO MR.PHAN KHAC SUU, THE CHIEF OF STATE, IN THE CEREMONIAL HALL OF THE GIA LONG PALACE IN SAIGON.

    THE FOLLOWING DAY (WEDNESDAY) THE 20-MAN NATIONAL LEGISLATIVE COUNCIL WAS PRESENTED BY ITS CHAIRMAN, MAJOR GENERAL PHAM XUAN CHIEU, TO THE CHIEF OF STATE.

    THE NEW CABINET INCLUDED ONLY THREE ARMY OFFICERS.DR.QUAT WAS A FOREIGN MINISTER FOR ABOUT SEVEN MONTHS LAST YEAR IN THE GOVERNMENT OF GENERAL NGUYEN KHANH.THE LEGISLATIVE COUNCIL WAS COMPOSED OF MILITARY, RELIGIOUS AND REGIONAL REPRESENTATIVES.

    (AFTER THE LATEST COUP, COLONEL THAO, A FORMER VIETNAM PRESS ATTACHE IN WASHINGTON, DESCRIBED GENERAL KHANH AS "A TROUBLEMAKER".HE SAID: "WITH KHANH, NO GOVERNMENT CAN BE RESPONSIBLE TO THE PEOPLE".COLONEL THAO SAID THAT GENERAL KHANH, WHO IS COMMANDER IN CHIEF OF THE SOUTH VIETNAM ARMED FORCES, WAS UNDER HOUSE ARREST AT HIS RIVERSIDE HOME IN SAIGON.
