    Background: Japan's new prime minister is Mr. Kakuei Tanaka, 54, a man whenever finished high school but who became a millionaire in the construction business. He was elected yesterday by the ruling Liberal Democratic Party (LDP) to succeed the retiring primeminister, Mr. Eisaku Sato.

    SYNOPSIS: Japan's Liberal Democratic Party met on Wednesday in Tokyo's Hibiya Hall to elect a new leader and Prime Minister.

    The election was made necessary by the retirement of Mr. Eisaku Sato after eight years in office as Prime Minister.

    The first ballot did not give a clear majority to any of the four candidates: Mr. Kakue Tanaka and the Foreign Minister, Mr. Takeo Fukuda were separated by just six ballot votes. So a run-off ballot was necessary.

    This time Mr. Tanaka had a decisive win over Mr. Fukuda, to become President of the Liberal Democratic Party and Japan's youngest post-war prime minister. His is fifty-four.

    The result had to be ratified by the Japanese Parliament but this was considered formality, because of the party's solid majority.

    Mr. Tanaka told the convention he would strive to get his people's support and do his best to serve in his post.

    Mr. Tanaka is what might be described as a self-made man. A high school dropout, he became a millionaire in the construction business.
