    Preparations are underway for the second World Negro Arts Festival, to be held in Lagos, Nigeria, in November, 1974. Nigerian Federal Commissioners ended a two-day planning session for the festival on Tuesday (20 March).

    The meeting, which was held in private, was presided over by the Federal Commissioner for Information and Labor, Chief Anthony Enahoro and approved proposals for the building of a Nigerian National Arts Theatre.

    Also present at the meeting were Chief A.Y. Eke, Commissioner for Education, and Mr. S. Epele, Director of the Federal Information Service. The festival is expected to cost GBP 12,193,000 (US$ 30,000,000) and to attract 100,000 overseas visitors.
