    A TRADE AGREEMENT BETWEEN MOROCCO AND THE EUROPEAN ECONOMIC COMMUNITY (EEC) WAS SIGNED IN RABAT ON SUNDAY (30 MARCH). THE ASSOCIATION ACCORD WAS SIGNED BY MOROCCAN FOREIGN MINISTER AHMED LARAKI; MR. GASTON THORN, PRESIDENT OF THE EEC COUNCIL AND MR. JEAN REY, PRESIDENT OF THE EUROPEAN COMMUNITIES COMMISSION.

    THE AGREEMENT STATES THAT MOROCCO WILL GET PREFERENTIAL TREATMENT FOR 75 PER CENT OF HER EXPORTS TO EEC MEMBERS -- PARTICULARLY CITRUS FRUIT AND FRESH VEGETABLES. THERE WILL ALSO BE TARIFF CUTS FOR 60 PER CENT OF MOROCCAN EXPORTS TO THE EEC.

    IN RETURN, MOROCCO WILL CUT TARIFFS FOR 40 PER CENT OF HER IMPORTS FROM THE SIX EEC MEMBERS.

    THE ACCORD IS FOR AN INITIAL PERIOD OF FIVE YEARS AND IS RE-NEGOTIATED IN THREE YEARS' TIME.

    MR. LARAKI SAID THE ACCORD DID NOT SATISFY ALL MOROCO'S DESIRES, AS SOME SECTORS OF CAPITAL IMPORTANCE TO THE DEVELOPMENT OF MOROCCAN AGRICULTURE AND INDUSTRY WERE EXCLUDED. HE WAS BELIEVED TO BE REFERRING TO PRODUCTS LIKE TOMATOES, WINES, CERTAIN PRESERVES AND CANNED GOODS. THE ACCORD ALSO MAKES NO PROVISIONS FOR FINANCIAL AND TECHNICAL AID AS MOROCCO DESIRED.

    MR. THORN REPLIED THAT THE EEC WOULD HAVE LIKED A MORE AMPLE ACCORD BUT THIS RISKED DELAYING CONCLUSION OF THE AGREEMENT WHICH ALL HAD WANTED COMPLETED AS SOON AS POSSIBLE.

    BUT HE WENT ON TO SAY THAT IT WAS ONLY THE "FIRST PHASE OF COOPERATION" BETWEEN MOROCCO AND THE EEC WHICH WOULD BE WIDENED AFTER FURTHER NEGOTIATIONS IN THREE YEARS.
