    AN ACUTE SHORTAGE OF FOOD HAS COMPELLED THE INDIAN GOVERNMENT TO RE-INTRODUCE RATIONING AFTER A BREAK OF 13 YEARS. IN CALCUTTA, STRINGENT MEASURES HAVE BEEN NECESSARY FOR THE ISSUE OF RATION CARDS - ONE TO EACH FAMILY.

    FAMILIES HAVE BEEN QUEUEING UP TO COLLECT THEIR RATION CARDS - BUT THE POLICE HAVE BEEN PARTICULARLY VIGILANT ABOUT THEIR ISSUE. FOR THE ILLITERATE, THIS HAS BEEN A WORRYING TIME, BUT SCRIBES HAVE FOUND REWARDING WORK COMPLETING FAMILY FORMS.

    THE STATE GOVERNMENT HAS DECIDED TO PREVENT ANY HOARDING. ANY SUCH HOARDS ARE CONFISCATED AND SENT TO "FAIR-PRICE FOOD SHOPS" RUN BY THE CONTROL OF FOOD DEPARTMENT FOR DISTRIBUTION TO THE POPULATION.

    FOODSTUFFS IN GENERAL ARE NOT PERMITTED TO BE MOVED FROM AREA TO AREA SO CHECK POSTS HAVE BEEN SET UP TO STOP AND INVESTIGATE VEHICLES AND PEOPLE.

    THE RE-INTRODUCTION OF RATIONING HAS CAUSED CONSIDERABLE UNREST IN MANY PARTS OF INDIA. IN DELHI LAST WEEK, THOUSANDS OF MANUAL WORKERS RIDING DONKEYS CAUSED CHAOS WHEN THEY DEMONSTRATED AGAINST A GOVERNMENT ORDER RESTRICTING THE SALE OF FLOUR TO HOLDERS OF SUGAR RATION CARDS. THE ORDER HAD TO BE RAPIDLY RESCINDED.
