    Background: Speaking at San Francisco, Oct 21, President Eisenhower indirectly accused Senator Kennedy of debasing the truth in campaign statements that United States prestige abroad has fallen sharply in recent years.

    California Democrats immediately declared the President had made an "openly partisan" attack on the party's Presidential nominee, and demanded equal radio and television time to answer it.

    In remarks clearly aimed at Senator Kennedy's assertions that U.S. world leadership is declining, President Eisenhower said in an address before the Commonwealth Club.

    Senator Kennedy has said he does not consider this nation a second-rate power but believes it should be stronger to meet the Soviet military challenge.
