    Heads of Government from the nine Common Market countries met in Paris on Saturday night (14 September) for informal dinner talks, aimed at reviving the ailing organisaton and pointing it in the direction of effective political unity.

    The meeting at the Elysee Palace was the first gathering of the nine leaders since the disappointing conference in Copenhagen, Denmark, last December.

    President Valery Giscard d'Estaing, of France, who sent out invitations for the dinner only eight days ago, presided. Apart from the Heads of Government, the only outsider present was the President of the Common Market Commission, M. Francois-Xavier Ortoli.

    The siege at the French Embassy in the Hugue cast a shadow over the proceedings, but it did not prevent Dutch Premier Joop den Uyl from attending. Nonetheless, both he and President Giscard kept a watchful eye on the situation in the Netherlands.
