    Background: EFFORTS BY THE VIET CONG TO CUT THE ROADS LEADING INTO SOUTH VIETNAM'S MAIN PROVINCIAL CENTRES ARE BEING STEPPED UP AS THE MONSOON SEASON ENTERS FULL CYCLE. ALREADY FOUR PROVINCIAL CENTRES HAVE BEEN SURROUNDED BY THE VIET CONG, AND GOVERNMENT FORCES HAVE BEEN ENGAGED IN FIERCE FIGHTING FOR A WEEK IN A BID TO STEM THE VIET CONG OFFENSIVE.

    SOME OF THE HEAVIEST FIGHTING HAS TAKEN PLACE ALONG HIGHWAY 19, WHICH LINKS THE PROVINCES OF PLEIKU, BINH DINH AND PHU BON. AND IT HAS BEEN IN PHU BON, WHERE THE GOVERNMENT TROOPS APPEAR TO HAVE SCORED THEIR ONLY MAJOR SUCCESS OF RECENT WEEKS.

    THE SOUTH VIETNAMESE COMMITTED THEIR SECOND CORPS TO THE PHU BON BATTLE, AND THEY CLAIMED BY FRIDAY TO HAVE BROKEN A STRONG VIET CONG CONCENTRATION. THE GOVERNMENT CLAIMS THAT THE VIET CONG LEFT 300 DEAD AFTER WITHDRAWING FROM THE AREA AS WELL AS A SMALL QUANTITY OF WEAPONS. THE SAME DAY THE CORP'S COMMANDER, GENERAL VINH LOC, DECORATED SOME OF HIS MEN WHO HAD TAKEN PART IN THE BATTLE.

    IN SAIGON, ON FRIDAY, THERE WAS ANOTHER CEREMONY - BUT OF A DIFFERENT KIND. ABOUT 1,500 PEOPLE CROWDED INTO THE CITY'S DIEN HONG CONFERENCE HALL FOR A MEMORIAL CEREMONY TO THE 42 VICTIMS WHO DIED WHEN THE VIET CONG BLEW UP THE MY CANH FLOATING RESTAURANT ON JUNE 26.     LATER, THE SAME DAY, THE MY CANH RESTAURANT RE-OPENED FOR BUSINESS. THE OWNERS PLACED NOTICES IN THE LOCAL PRESS EXPRESSING REGRET FOR THOSE WHO HAD DIED - INCLUDING 13 AMERICANS - AND THE 90 OTHERS WHO WERE INJURED.
