    TWO LEADING POLITICAL REFUGEES FROM SOUTH AFRICA ARE STAYING IN JAIL IN FRANCISTOWN, BECHUANALAND, FOR "SAFE CUSTODY". BOTH ARE AWAITING PLANE PASSAGES TO TANGANYIKA. THEY ARE ARTHUR GOLDREICH, 33, AND HAROLD WOLPE, 26.

    THE TWO MEN ESCAPED FROM JOHANNESBURG POLICE HEADQUARTERS THREE WEEKS AGO AND CROSSED INTO BECHUANALAND FROM THE SWAZILAND. IN FRANCISTOWN THE FUGITIVES, ALONG WITH SEVERAL OTHERS, PLANNED TO FLY BY DAKOTA TO DAR-ES-SALAAM ON THURSDAY. HOWEVER, THE PLANE WAS DESTROYED BY FIRE A FEW HOURS BEFORE THE PLANNED TAKE-OFF. SABOTAGE IS SUSPECTED.

    A RELIEF PLANE WAS SENT BY EAST AFRICAN AIRWAYS, BUT WAS RECALLED BY ITS OWNERS. A SPOKESMAN SAID IT WOULD STAY IN TANGANYIKA UNTIL A REPORT WAS RECEIVED ON THE BURNED AIRCRAFT.

    FRANCISTOWN POLICE SAID BOTH MEN COULD STAY IN JAIL INDEFINITELY AS LONG AS THEIR PRESENCE DID NOT BECOME A MATTER OF HIGH POLICY.
