Background: West Berlin Mayor Willie Brandt flew to Geneva July 30 for talks with West German Foreign Minister von Brentano.
Von Brentano, regularly kept informed on the Berlin issue by the Western Foreign Ministers, invited Brandt to Geneva on the eve of the technical talks on berlin by experts of the Four Powers.
Herr Brandt in "showing the flag" in Geneva has the assurance of the Western Ministers that they will not alter the situation in Berlin without consulting the west Berliners.
The technical experts were making a report to the Foreign Ministers meeting at a working tea July 31 at Mr. Gromyko's residence.
Most observers agreed: 1. the Ministers' talks now bordered on inertia; 2. next week would see another adjournment; 3. hopes of an early summit had faded out.
