    THE CREW OF THREE SHIPS UNDER CHARTER TO THE PEOPLE'S REPUBLIC OF CHINA HAVE BEEN SHIP-SOUND FOR OVER A FORTNIGHT IN THE OUTER STRETCHES OF SINGAPORE HARBOUR. THE SINGAPORE AUTHORITIES HAVE REFUSED PERMISSION FOR THE CREW MEMBERS TO GO ASHORE AFTER A REFUSAL BY THE CREW OF ONE OF THE SHIPS, THE 'SEA AMBER', TO HAVE COMMUNIST LITERATURE ON BOARD PLACE UNDER LOCK AND KEY. THE CREW OF THE OTHER TWO SHIPS - THE 'BIDFORD' AND THE 'SEASAGE' - ARE STRIKING IN SYMPATHY, AND THE THREE VESSELS NOW LIE OFF SINGAPORE FESTOONED WITH MAO TSE TUNG SLOGANS AND BROADCASTING RED GUARD MUSIC.

    THE 'SEA AMBER' HAS IN FACT BEEN DISPUTING FOR MORE THAN A MONTH. THREE OF THE CREW ARE ALLOWED ASHORE - THE SHIP'S CAPTAIN AND CHIEF ENGINEER, WHO ARE AUSTRALIANS, AND THE CHIEF OFFICER , AND ENGLISHMAN. THEY ARE QUOTED AS SAYING THAT THE SINGAPORE AUTHORITIES HAVE BEEN UNREASONABLE, AND SHOULD HAVE ACCEPTED PROMISES THAT NO COMMUNIST LITERATURE WOULD HAVE BEEN TAKEN ASHORE.

    THE STRIKE, AND STALEMATE, IS THOUGHT TO BE COSTING THE PEOPLE'S REPUBLIC UP TO 7,500 U.S. DOLLARS A DAY. THE 'SEA AMBER' WAS TO HAVE UNLOADED 500 TONS OF GENERAL CARGO IN SINGAPORE BEFORE GOING ON TO BRITAIN AND EUROPE.
