    Turkey and the Palestine Liberation Organisation (PLO) signed an agreement in Ankara on Wednesday (15 August) formally establishing diplomatic relations and providing for the opening of a P.L.O. mission in Turkey. The P.L.O.'s political chief, Faruq Khaddumi, arrived in Ankara on Tuesday (14 August) to participate in the signing ceremony.

    SYNOPSIS: The agreement reflects Turkey's desire to enhance its relations with its Middle Eastern neighbours. Foreign Minister Gunduz Okcun and Mr. Khaddumi met in the Foreign Ministry to sign the accord which had been under discussion for the past three years. The final agreement followed the P.L.O.'s successful mediation in the July siege at the Egyptian Embassy in Ankara by breakaway Palestinian guerrillas.

    Turkey has long been displayed with P.L.O. support for the Greek Cypriot cause, and complained that Palestinians were training Turkish leftwing militants and slipping them across the borders from Syria and Iraq. The Palestinians have in turn been upset that Turkey was the only Moslem country, apart from Egypt, to recognise Israel. Now, an understanding has been reached although there were reservations among the Jewish business community.
