    US Senator William Fulbright has proposed a Middle East peace plan involving a formal United States-Israel treaty and the positioning of United Nations troops to guarantee Israel's security if it withdraws from all occupied Arab territories. The Senator made his proposal in a speech which was published on Saturday (22 August) and which he will deliver to the U.S. Senate on Monday (24 August). In a press conference in Washington on Saturday, the Senator spoke about his plan.

    The Arkansas Senator, who is chairman of the Senate Foreign Relations Committee, said that he could not formalise such a treaty unless it was under the guarantee of the United Nations. He said that the U.S. Senate's ratification of such a treaty might help to overcome Israel's lack of faith in the United Nations.

    The peace proposals were made in Senator fulbright's first major statement on the Middle East. Under the proposed treaty the U.S. Would guarantee to protect Israel's borders, with force if necessary and israel would have to agree never to violate the 1967 frontiers.
