    The advance party, led by Mr. Kao Liang, included secretaries and diplomatic couriers. The Chinese Deputy Foreign Minister, Chiao Kuan Liang, will head Thursday's delegation to the General Assembly. United States immigration authorities have waived visa requirements for the group, which is expected to include a General Assembly party of 10, and a staff of 40.

    SYNOPSIS: At the United Nations on Tuesday, the first diplomats from the People's Republic of China arrived to confer with officials about plana for the 44 delegates scheduled to arrive on Thursday to take seats in the General Assembly.

    The advance party was headed by Mr. Kao Liang, and was made up of secretaries and diplomatic couriers. The had arrived in New York on Monday evening, and according to United Nations officials, has telephoned to ask for an appointment with Mr. Sinan Korle, the United Nations chief of protocol.

    After arriving at the headquarters Mr. Kao and his colleagues were to spend more than an hour in conference with United Nations Officials, including Colonel Huck Trimble, the Canadian chief of U.N. security.
