    President Ferdinand Marcos of the Philippines arrived in Tokyo on Monday (25 April) for an unprecedented second state visit to Japan to get a first hand idea of the shape of economic cooperation the Association of Southeast Asian Nations (ASEAN) is seeking with the Japanese.

    President Marcos -- who is accompanied by his wife, Imelda, and his two daughters -- has been charged by his ASEAN partners to discuss with Prime Minister Takeo Fukuda the extent of Japanese readiness to help ASEAN development.

    During his three-day state visit, President Marcos is also expected to promote more two-way cooperation and help reduce the region's trade imbalance with Japan.

    Mr. Fukuda, along with the Prime Ministers of Australia and New Zealand, is expected to be invited to meet ASEAN heads of government after their second summit meeting in Kuala Lumpur next August.

    In their two rounds of talks, President Marcos will also discuss with Prime Minister Fukuda security problems in Asia in connection with planned U.S. withdrawal of ground troops from South Korea.

    He will also be urging an early conclusion of a new bilateral trade and navigation treaty with Japan.

    The Philippines considers the current treaty, ratified in 1973, as unfavourable. The Philippines, which exports raw materials to Japan in return for Japanese consumer goods, suffered a US$300 million trade def??? last year.

    President Marcos, whose last official visit to Japan was in 1966, will be treated as a state guest until Wednesday (27 April). He and his family will stay in Japan two more days before returning home on April 30th.
