The Russians have donated this equipment to UAR despite the present antagonism towards Communists Nasser. In his Port Said speech last year President Nasser strongly attacked Communism in the Arab World and particularly the Syrian 'branch'. This was the prelude to alleged repressive measures in the UAR against Communists.
In recent months Cairo Press has attacked the Communists and in Damascus where many Chinese and Soviet agency reports were in use, five out of nineteen daily papers have voluntarily ceased publication.
Reports of mass arrests of Syrian leftists are believed to have been exaggerated but UAR authorities have taken steps to combat pro-Communist propaganda in Syria and has expressed concern over the Yemen where Russian technicians are in evidence.
Nevertheless Russia continues to aid Nasser. GBP36 million sterling has been lent, in the form of machine equipment, instruments and materials, for the Aswan Dam project; four new submarines arrived at Alexandria from Russia for the UAR Navy recently; a ship carrying equipment for the UAR five-year industrial plan docked in Suez at about the same time; and East Germany has signed an agreement to supply Egypt with modern filming equipment to boost the country's cine film industry.
