INTRODUCTION The United Nations secretary-General, Dr. Kurt Waldheim, says the Palestinians are showing flexibility in moves towards setting the Arab-Israeli conflict in the Middle East. Dr. Waldheim, on a tour of the Middle East trying to reconvene the 1973 Geneva Peace Conference, spoke in Beirut on the fourth leg of his mission.
SYNOPSIS: He arrived in the Lebanese capital on Monday (7 February) to greeted by Foreign Minister Fouad Boutros, and said it was his impression that the Palestinians wanted peace. Dr. Waldheim is trying to reconvene the Geneva talks on the basis of discussing an independent Palestine on the Israeli-occupied West Bank. The proposal is being actively put forward by several Arab nations, led by Egypt. Israel has not raised any objections to discussing the proposal -- but the current delay is the Israeli refusal to reconvene the conference with the Palestinians present as an individual delegation.
