    Western nations at the United Nations Science, Education and Cultural Organisation - UNESCO - conference in the Kenyan capital of Nairobi, have won a two-year postponement on the contentious issue of press freedom. A Soviet-inspired draft resolution submitted to the conference proposed that states were responsible for the activities of all mass media under their jurisdiction. However, the matter has now been referred to the next general conference in 1978.

    SYNOPSIS: The meetings are being held at the Kenyatta Conference Centre. Mr. Andras Simonyi of the World Federation of Democratic Youth spoke about the victims of racialism.

    Algeria's Minister of Youth and Sport, Mr. Abdullah Fadel, also addressed the conference. He spoke on the problem of Israeli participation in the conference. He said, it was time, for the sake of the Organisation's humanist aspirations, to bare the facts.

    Mr. Fadel said that even if skilful propaganda and mass media could mystify the world, the tangible reality of history could not be changed.

    He added that the name of Goebells remained in men's memories as a genius of propaganda and it was ironical that those who were his victims had become his spiritual heirs. They had woven a cobweb around the world and from the centre of the web in Tel Aviv, formidable propaganda, relayed by mass media and imperialist diplomacy, had misled a large part of international public opinion.

    The Israeli problem in UNESCO, Mr. Fadel said - a marginal problem indeed among so many more important issues - had nevertheless emerged through the will of a minority.

    He concluded that there were some who only wanted UNESCO's survival if it became their tool and served their purpose. Africa and the Arab world would never accept this, he said.
