Background: For days the news has been awaited, one of Europe's leading gynaecologists has stood by, ready. Now, with unbound happiness and brimming over joy the tiny principality of Monaco celebrates the birth of their ruler's heir. This novel country, centre of holidaying millionaires and beautiful film stars, is a wonderland. Since the marriage of Prince Rainier to the film actress, Grace Kelly, it has been more so.

First there was their fairy tale wedding, then the birth of their first child, Princess Caroline, and now the coming of an heir to the throne. Some of the celebrations may be a sign of relieve, for under the treaty of July 1918, if the house of Grimaldi, which has ruled Monaco on and off since 1297, should cease to be the French Government will take over the country, and its inhabitants will be liable to pay income tax and to French conscription.

Nevertheless, a 101 -gun salute has been fired and a public holiday proclaimed for Saturday. All day long school children have run through the street waving the red and white Monaco flag, dodging ecstatic motorists, who wild with delight attempt to drown the sirens sounded in the bay by pressing their car hooters, thus creating a cacophony of sound, intermingled with the peals of the church and chapel bells.
