    WARSHIPS OF FRANCE'S ATLANTIC FLEET WERE FILMED AT BREST YESTERDAY (FRIDAY), SHORTLY AFTER THE ANNOUNCEMENT THAT PRESIDENT DE GAULLE WAS TO WITHDRAW THE FLEET FROM NATO COMMAND.

    THE NATO COUNCIL WILL BE OFFICIALLY INFORMED OF THE WITHDRAWAL AT ITS NEXT MEETING ON WEDNESDAY.

    THE GOVERNMENT'S DECISION WAS OFFICIALLY DESCRIBED IN PARIS AS A "LOGICAL CONSEQUENCE" OF FRANCE'S ACTION IN 1959.IN THAT YEAR SHE WITHDREW HER MEDITERRANEAN FLEET FROM THE ALLIANCE'S CONTROL.

    EARLIER THIS YEAR, THE SQUADRONS OF THAT FLEET WERE TRANSFERRED FROM THE MEDITERRANEAN BASE OF TOULON TO THE NORTH ATLANTIC BASE OF TOULON TO THE NORTH ATLANTIC BASE OF BREST, IN BRITTANY.

    NATO HAD HOPED THAT FRANCE'S EARMARKED CONTRIBUTION IN THE NORTH ATLANTIC WOULD BE REINFORCED WITH THE RECENT DECISION TO TRANSFER A LARGE PART OF THE MEDITERRANEAN FLEET IN GRADUAL STAGES TO WEST COAST BASES.NOW IT APPEARS THE CONTRARY IS TO HAPPEN.

    NEWS OF FRANCE'S DECISION CAME ON THE EVE OF PRESIDENT KENNEDY'S VISIT TO EUROPE TO PROCLAIM AMERICA'S COMMITMENT TO DEFEND EUROPE AND TO STRENGTHEN THE NATO ALLIANCE.
