    SOUTH AFRICA'S NEW SABOTAGE BILL IS CAUSING A PUBLIC OUTCRY. WHILE DEMONSTRATORS PICKETED PARLIAMENT IN CAPETOWN, MAY 22, WOMEN IN JOHANNESBURG CONTINUED VIGIL ON THE STEPS OF THE CITY HALL. A SILENT MARCH THROUGH THE CITY IS DUE MARCH 24 IN PROTEST OVER THE BILL, AND ANOTHER IS PLANNED IN CAPETOWN MAY 30.

    THE JOHANNESBURG VIGIL AT THE CITY HALL - THE SIXTH - WAS BY THE BLACK-SASH WOMEN'S ORGANISATION DEDICATED TO THE PRESERVATION OF HUMAN RIGHTS. THE SABOTAGE BILL IS BEING READ IN PARLIAMENT FOR A SECOND TIME THIS WEEK. IN SOME CASES IT PROVIDES FOR THE DEATH PENALTY FOR OFFENCES AGAINST "LAW AND ORDER".
