    TRANSCRIPT: SEQ. 2: BHUTTO: "The question is, whatever I say I say in the context of one united Pakistan as it emerged in 1947 based on the free-will of the people of East and West Pakistan. There should be no misunderstanding on this matter because there is likely to be some misunderstanding on these questions when, after a war, you have to face the consequences of war. And sometimes the consequences of war are more difficult to handle than war itself. And in this context I would like to now say that, speaking as the leader of the majority party of the western part of Pakistan, we would like to keep all options open, and we would expect cooperation and understanding from all those who will be involved in those negotiations. We hope that a sense of vision and patriotism will be shown. We hope that the efforts to come to a settlement will be such that we can find lasting peace on the sub-continent."

    Background: Pakistani Deputy Prime Minister Zulfikar Ali Bhutto -- the man asked to help transfer power to a civilian government by President Yahya Khan -- yesterday (Saturday) talked about the future of a "united" Pakistan at a New York news conference.

    A couple of days earlier, Mr. Bhutto had stormed out of the Security Council charging it with delaying tactics as Pakistan was "dismembered". Yesterday, his preoccupation was how to bring about a political settlement with the East -- now the newly proclaimed state of Bangladesh.
