    TRANSCRIPT: BRIGADIER EKPO (SEQ. 2): "It gives me great pleasure on the occasion of the second regional conference of African National Commission for UNESCO to welcome you all to Nigeria and to wish you very successful deliberations. At the present stage of our development throughout Africa all National governments are preoccupied in the improvement of the general well-being of their people. This is also the objective of UNESCO. The organisations work closely with all governments for the purpose of freeing cur people, everyone, of ignorance, disease, and prejudice. You will find ready cooperation among the people of this country, and I can assure you, that of my government at all levels. The constitution of UNESCO enjoins all those who serve on it and subscribe to its principles, to work for peace and security by promoting through education, science, and culture cooperation among the nations of the world. These are worthy objectives and will require the devoted service of all of us to realize. The way we discharge our responsibility in this direction to our various peoples will determine our much harmony will exist between the races and creeds of the world, and to a very great extent whether we shall live in peace or war. And whether the various peoples of the world will achieve equality and dignity. The UNESCO has a great duty to perform towards the achievement of these goals throughout the world, most specially here in Africa."

    Background: The Second Regional Conference of African National Commissions for Unesco (United Nations Education, Scientific, and Cultural Organisation) opened on Monday (15 March) in Lagos. About 60 delegates from 25 English and French-speaking African states are attending the meeting which ends on Friday (19 MARCH). Subjects for discussion include the problems of youth and rural education. The conference was opened with a message from Major-General Yakubu Gowon, the Nigerian head of state. In the message, he offered the cooperation of Nigeria in ridding the world of ignorance, disease, and prejudice. The message was read to the conference by Major-General Gowon's personal representative, Brigadier Ekpo, Chief of Staff.
