    IN HOUSTON, TEXAS, A NEGRO WOMAN HAS BECOME THE FIRST OF HER RACE TO SERVE ON THE BOARD OF THE SOUTH'S LARGEST SEGREGATED SCHOOL DISTRICT:
    A FORMER SCHOOL TEACHER AND THE MOTHER OF FIVE, MRS. CHARLES WHITE (CQ) DEFEATED TWO WHITE CANDIDATES IN LAST FALL'S ELECTION. TIPSTERS HAD WARNED OF TROUBLE AT THE SWEARING IN, BUT NOTHING HAPPENED, THERE WERE NO DISORDERS. MRS. WHITE'S HUSBAND, AN OPTOMETRIST, WAS ON HAND AS WERE A MIXED NEGRO WHITE AUDIENCE.

    MRS. WHITE'S FIRST OFFICIAL ACT AFTER BRING SWORN IN WAS TO MAKE A SUGGESTION THAT WON UNANIMOUS APPROVAL. SHE SAID THAT VOUCHERS SUBMITTED FOR APPROVAL SHOULD BE ACCOMPANIED BY A TERSE EXPLANATION. SHOULD BUSINESS ADVICE ANYWHERE. THE HOUSTON SCHOOL DISTRICT WAS ORDERED TO DE-SEGREGATE "WITH ALL DELIBERATE SPEED" BACK IN OCTOBER, 1957. SO FAR, THE 160-THOUSAND PUPILS ARE NOT DE-SEGREGATED. BOARD SESSIONS, INCIDENTALLY, ARE TELEVISED LOCALLY.
