    LATER IN THE DAY, MR.NEHRU INAUGURATED THE ELECTION CAMPAIGN BY ADDRESSING A HUGE RALLY OF SUPPORTERS.HE SAID OPPOSITION DEMANDS FOR IMMEDIATE ACTION TO REPEL THE CHINESE WERE "CHILDISH", AND THAT INDIA WOULD NOT USE FORCE UNTIL IT BECAME ABSOLUTELY NECESSARY."IT WOULD BE FOLLY TO USE ARMED FORCE UNTIL WE ARE READY", HE SAID, "WHEN WE DO, IT WILL BE WITH THE IDEA OF WINNING, NOT LOSING".
