    THE COUNCIL OF MINISTERS OF THE EUROPEAN ECONOMIC COMMUNITY MET IN BRUSSELS FOR ONE DAY TODAY (THURSDAY). THE MAJOR TASK OF THE SIX FOREIGN MINISTERS WAS TO DISCUSS FOR THE FIRST TIME PROPOSALS FOR BRINGING BRITAIN CLOSER TO THE COMMON MARKET.

    THE MOST IMPORTANT MOVE ON THE BRITISH APPLICATION TO JOIN THE MARKET...VETOED BY FRANCE...WAS A WEST GERMAN PROPOSAL FOR A FREE TRADE AREA LINKING THE SIX COUNTRIES OF THE E.E.C. WITH BRITAIN.

    THE WEST GERMAN FOREIGN MINISTER, HERR WILLY BRANDT, PUT AN EIGHT-POINT PLAN TO THE COUNCIL, WHOSE PRESIDENT IS M. COUVE DE MURVILLE OF FRANCE, TO PREPARE THE WAY FOR FULL BRITISH MEMBERSHIP OF THE MARKET. HERR BRANDT WAS ASKED TO PREPARE A DETAILED DOCUMENT THAT WOULD BE THE BASIS OF CLOSER SCRUTINY OF HIS PLAN AT THE NEXT MEETING OF THE COUNCIL OF MINISTERS, PROBABLY AT THE END OF MARCH.

    THE COUNCIL ALSO AGREED TODAY TO RESUME NEGOTIATION WITH KENYA, TANZANIA AND UGANDA ON AN ASSOCIATION AGREEMENT, AND DEFERRED CONSIDERATION OF A REQUEST FROM INDIA TO OPEN NEGOTIATIONS ON A COMPREHENSIVE TRADE AGREEMENT.
