    The 20th regular session of the general conference of the International Atomic Energy Agency opened in Rio de Janeiro, Brazil, on Tuesday (21 September).

    SYNOPSIS The meeting took place at the Hotel National, with delegates from about 80 of its 109 member states participating. Attached to the United Nations, the International Atomic Energy Agency had as its brief for this year's conference the discussion of ways and means of accelerating and enlarging the contribution of atomic energy to peace, health and prosperity throughout the world.

    Brazilian Professor Hervasio de Carvalho was elected as President of the conference, which also stressed the importance of safeguarding peaceful nuclear facilities. Emphasis was also laid on taking care that atomic installations under its jurisdiction were not used for military purposes. Other major topics discussed included the agency's regular budget for 1977 of 43 and-a-half million U.S. dollars.

    The Director General of the International Atomic Energy Agency Dr. Sigvard Eklund, also spoke during the opening day, saying that enormous progress had been made in research and development of selected types of nuclear power reactors and nuclear fuel technologies -- which has led to the creation of industries able to deliver complete large-scale nuclear power plants in component form. Because of this Dr. Eklund said the importance of the agency's safeguard system had increased enormously.

    The Vice-President of Brazil, General Adalberto Pereira dos Santos, also addressed the conference. At the present time the development of nuclear energy through-out the world has reached the point where it provides a power capacity of some 70 thousand megawatts, he said. This has considerably increased the agency's responsibility for different phases of the fuel cycle -- ranging from raw materials to waste disposal.
