    Navy Captain Luis Ramon Castro, the senior officer of the military junta that has seized power in Ecuador, has pledged to hold free elections and return the country to constitutional rule.

    Captain Castro said the junta will remain in control long enough to draw up a new constitution.He refused to predict how long that might require, but he promised that the elections will be held in as short a time as possible.After the elections, he said, the junta will step aside.

    Captain Castro also said the junta will oust Communists and extreme leftists from government positions, and assemble experts to do with Communist countries but hopes to have diplomatic relations with democratic nations.

    Other leading members of the junta include Col.Luis Cabrera, formerly the Army Commander-in-Chief, and Lt.Col.Guillermo Freile, former Commander-in-Chief of the Air Force.
