    MR ACHESON IS A FORMER SECRETARY OF STATE, AND ALTHOUGH HE DOES NOT HOLD OFFICE IN PRESIDENT KENNEDY'S ADMINISTRATION, HE IS GREATLY RESPECTED AS AN ADVISER.

    IN A BRIEF REPLY MR RUSK SAID THAT BRITAIN AND THE UNITED STATES HAD A SPECIAL RELATIONSHIP FOR NEARLY FOUR HUNDRED YEARS.

    LATER MR RUSK LEFT FOR PARIS WHERE HE IS ATTENDING THE 15-NATION MINISTERIAL MEETING OF THE ATLANTIC ALLIANCE.
