    REPRESENTATIVES OF COMMONWEALTH COUNTRIES CONTINUED TO ARRIVE IN LAGOS, NIGERIA, TO ATTEND THE CONFERENCE, STARTING TODAY (11 JAN), CALLED TO DISCUSS THE PROBLEM OF THE BREAK-AWAY COLONY, RHODESIA.

    BRITAIN'S PRIME MINISTER, MR. HAROLD WILSON, ARRIVED IN THE FACE OF MOUNTING DEMANDS FROM OTHER COMMONWEALTH LEADERS FOR THE USE OF FORCE TO BRING DOWN MR. IAN SMITH'S GOVERNMENT.

    THE PRIME MINISTER OF SIERRA LEONE, SIR ALBERT MARGAI SAID HE COULD NOT SEE WHY IMMEDIATE MAJORITY RULE SHOULD NOT BE GRANTED TO THE RHODESIAN PEOPLE. PRESENT SANCTIONS DID NOT SEEM TO BE EFFECTIVE AND MILITARY FORCE, DRAWN FROM BRITAIN, THE ORGANISATION OF AFRICAN UNITY AND POSSIBLY OTHER COMMONWEALTH COUNTRIES, WAS THE ONLY ALTERNATIVE.

    THIS VIEW WAS UNDERLINED BY PRIME MINISTER OBOTE OF UGANDA, WHO SAID THAT THE RHODESIAN CRISIS COULD BE RESOLVED ONLY BY THE USE OF FORCE.

    IN CONTRAST, THE BRITISH PRIME MINISTER ADHERED TO HIS ARGUMENT THAT MILITARY FORCE WAS NOT THE ANSWER TO THE PROBLEM. HE SUGGESTED THAT BRITAIN'S ECONOMIC SANCTIONS ON RHODESIA WERE ALREADY HAVING SOME EFFECT. HE HOPED THAT THOSE WHO WERE IMPATIENT WITH BRITISH SANCTIONS AND WHO PROPOSED MILITARY ACTION WOULD RECOGNISE THE GREAT CHANGES IN THE SITUATION IN THE PAST THREE WEEKS.

    BEFORE LEAVING LONDON, MR. WILSON HAD CONTENDED THAT THE BRINGING OF RHODESIA BACK TO CONSTITUTIONAL RULE WAS THE RESPONSIBILITY OF BRITAIN ALONE.

    ALTOGETHER 11 HEADS OF GOVERNMENT ARE EXPECTED IN LAGOS AMONG THE DELEGATES FROM TWENTY OF THE COMMONWEALTH'S 22 NATIONS. GHANA AND TANZANIA, TWO OF THE STRONGEST CRITICS OF BRITAIN'S LINE, HAVE REFUSED TO ATTEND.
