    Background: The Presidents of Rwanda, Burundi and Zaire met in Goma on Friday (19 October) to discuss tripartite issues and prepare for the third annual summit of the Great Lakes Economic Community (C.E.P.G.L.). Burundi's President Jean-Baptiste Bagaza and Rwanda's President, General Juvenal Habyarimana were hosted by Zairean President Mobutu Sese Seko, who is also the current president of the C.E.P.G.L.

    SYNOPSIS: The meeting of the three heads of state took place at the Presidential residents--Burundi-President Bagaza here greeting Rwanda's President Habyarimana and their host President Mobutu--first met in 1976. Even since then they have tried to co-operate in economic and security matters.

    The three Presidents met to discuss the agenda for several meetings of the C.E.P.G.L. executive to take place in November. President Mobutu said he and President Habyarimana and President Bagaza had agreed that a climate of peace, tranquillity and serenity had to be created between the three countries in order to get on with the important issues of economic social and cultural co-operation.

    The tiny land-locked country of Rwanda is one of the poorest in the world. A four year development plan which started in 1977 has pledged to tackle the problems of Rwanda's primarily rural population, by increasing aid in the areas of agriculture, energy and education. Regular meetings between the leaders touch on the problems that all three developing nations experience.

    The three presidents approved the agenda for meetings to be held throughout November where preparations will be made and the groundwork started for the third annual Great Lakes summit.
