THE REVOLT AGAINST THE GOVERNMENT OF THE NEUTRALIST PRIME MINISTER OF LAOS, PRINCE SOUVANNA PHOUMA, BROKE OUT IN VIENTIANE LAST WEDNESDAY. IT WAS LED BY THE RIGHT-WING GENERAL PHOUMI NOSAVAN, WHO IS NOW REPORTED TO HAVE FLED TO THAILAND.

THE REBELS INCLUDED MEMBERS OF THE LAOTIAN POLICE WHOSE LEADER, GENERAL SIHO LAMPHOUTHACOUL, IS ALSO MISSING. ONE OF THE REBEL LEADERS, COLONEL BOUNLERT, LATER JOINED THE LOYAL FORCES TO FIGHT AGAINST THE REBELS.

DURING THE FIERCE FIGHTING IN LAOS, ALL SHOPS HAVE BEEN CLOSED, AND CIVILIANS FORCED TO FLEE FROM BURNING BUILDINGS. AT LAST REPORTS, THE GOVERNMENT FORCES HAD CAPTURED SOME 1,800 REBELS. HOWEVER, IT'S ESTIMATED THAT THERE ARE STILL ABOUT TWO COMPANIES OF TROOPS AT THE DISPOSAL OF THE REBELS. A NUMBER OF REBEL POLICE STATIONED OUTSIDE VIENTIANE OFFERED LAST NIGHT TO SURRENDER.

PRINCE SOUVANNA PHOUMA SAID YESTERDAY THAT HE WAS AWAITING THE RETURN FROM ABROAD OF SEVERAL GOVERNMENT MINISTERS BEFORE DECIDING ON REPLACEMENTS FOR MEMBERS OF THE CABINET WHO HAD JOINED THE REBELS.
