    TRANSCRIPT: (SEQ 3): "It is not too late to make a fresh move towards peace on the occasion of the 25th anniversary of United Nations. i take this opportunity to make an offer to India. Let us move towards peace by holding discussions about the withdrawal of our forces, both by India and Pakistan, from Kashmir. This is my offer I make here and now. I also renew the proposals which I made in July 1969, that a self executing machinery to settle all Indo-Pakistan disputes, should be established as a concomitant o a no-war pact."

    Background: Speaking to the United Nations General Assembly on Thursday (October the 22nd) President Yahya Khan of Pakistan proposed talks with India over the dispute territory of Kashmir.

    He also renewed his proposal for machinery to be formed to settle all disputes between India and Pakistan.

    India's Prime Minister, Mrs. Gandhi, was in New York for the UN 25th anniversary but she was not in the chamber when President Yahya Khan spoke.
