    Background: Sixty-two South Vietnamese Navy officer candidates are currently attending the U .S. Navy Officer Candidate School (OCS) at Newport, Rhode Island, as part of a new program to develop a highly-trained Navy officer corps for the Republic of Vietnam in an effort to meet the needs of the expanded naval forces.

    The OCS candidates are receiving 20 weeks of intensive military and academic subjects which are directed towards the needs of the Republic of Vietnam Navy.

    Military drill in included in the 20 week schedule and the South Vietnamese prove to be extremely quick at learning the precision techniques of close order drill.

    Extensive training in the workings of diesel engines, the primary propulsion system used in the ships and other vessels of the South Vietnamese Navy, is aimed at familiarizing the hopeful candidates in the operations of the ships upon which they will eventually serve.

    To teach the candidates what to do if, and when, the ships they are on suffer damage from mines, enemy rockets, or some other act which causes severe leaks in the vessel, the men go through a phase of damage control training. They use a simulated ship, realistic in every way inside the simulator. They learn how to stop the leaks, and to shore up the holes in the ship's structure.

    Upon graduation from OCS, the candidates will receive additional small craft indoctrination at Treasure Island, California. Courses there will include boat familiarization, boat handling, and operational tactics aboard various types of craft currently in use in Vietnam.

    These new officers will bring to the Navy of the Republic of Vietnam a "new breed" of leaders which will greatly enhance the effectiveness of that country's naval forces.
