    THE VIET CONG, BACKED BY HANOI, TODAY TURNED DOWN A U.S. PROPOSAL FOR PRIVATE RESTRICTED TALKS TO TRY TO BREAK THE DEADLOCK ON THE PARIS VIETNAM PEACE NEGOTIATIONS. U.S. CHIEF NEGOTIATOR HENRY CABOT LODGE SUGGESTED A RESTRICTED SESSION OF NEGOTIATIONS NEXT TUESDAY -- THE DAY AFTER PRESIDENT NIXON IS DUE TO GIVE A MAJOR ADDRESS ON THE WAR.

    AFTER DELIVERING HER PREPARED STATEMENT AT TODAY'S 40TH SESSION, VIET CONG NEGOTIATOR, MADAME NGUYEN THI BINH, SAID THE PROPOSAL WAS AIMED AT AVOIDING THE QUESTION OF PUTTING AN END TO THE WAR. SHE CLAIMED IT WAS ALSO AIMED AT LEGALISING THE SAIGON ADMINISTRATION AND MAKING IT A MOUTH-PIECE OF U.S. DESIGNS IN SOUTH VIETNAM.

    PART OF THE AMERICAN PROPOSAL WAS THAT EACH DELEGATION COULD RAISE ANY SUBJECT IT LIKED AND SPEECHES WOULD NOT BE MADE PUBLIC, THOUGH THE DELEGATES COULD AGREE BETWEEN THEMSELVES ON WHAT TO RELEASE TO THE PRESS.

    IN REJECTING THE SUGGESTED TALKS, MADAME BINH CALLED ON THE UNITED STATES TO START DIRECT PRIVATE TALKS WITH THE VIET CONG'S PROVISIONAL REVOLUTIONARY GOVERNMENT "AS OF TODAY, OR TOMORROW."
