    Strong criticism of colonial policies stunting the growth of Africa's telecommunications system was made at a meeting in Kinshasa on Thursday (13 February). The Regional Planning Commission for Africa of the International Telecommunications Union was in session in the Zaire capital.

    Representatives of more than 40 African countries hear M. Croze, the director of the International Consultative Commission for Telegraphs and Telephones, declare that the colonial and outdated international system of telecommunications in Africa threatened to stunt the continent's true independence.

    The Regional Planning Commission meets every four years. It was last held in Lagos in 1970.
