New members elected to the FAD at the Rome conference, were: Angola, the Comoro Island, the Democratic People's Republic of korea, Djibouti, Mozambique, Namibia(South West Africa), Sao Tome and Principe and the Seychelles Islands. The conference continues to December 1 with the newly elected chairman, Indonesian Agricultural Minister, Toyib Hadiwijaya.

YOUNG: "It is an honour for me to be invited to give this lecture commemorating Frank McDougall of Australia, who died so much to create this wonderful arms of the United Nations system. And while I was not privileged to know him, I am told that inspiration, imagination and determination best characterise Frank McDoughall. We are often told that this planet is woefully short of persons of the McDoughall mould, but this view is not acceptable to me. Many others in all parts of the world have the visions and aspirations of the noble Australian and I hope and pray, they also have his determination."

Background: Mr. Andrew Young, United States Ambassador to the United Nations, has proposed an 'International Food Corps' of volunteers to fight world hunger. Speaking at the 19th conference of the UN Food and Agricultural Organisation (FAO) in Rome on Monday (14 November), he said a volunteer corps working within the existing development agencies would be a 'creative challenge to the problems of bureaucracy'.

SYNOPSIS: The organisation has a memberships of 144 countries and its aims are to fight malnutrition and hunger. The FAO serves as a co-ordinating agency for development programmes involving agriculture, forestry and fisheries and helps developing countries promote educational and training schemes. This year the conference was opened by FAD Director General Edouard Saouma of Lebanon, who praised particularly the achievement of the Chinese.

However it was United States Ambassador Andrew Young, who emphasised the importance of the organisation's work.

On his proposed International Food Corps, Mr. Young said: volunteers have many strengths. They are dedicated they are not a new bureaucracy for they are temporalty, but to be effective they must be well trained."
