    The conservative oppositive Social Christian Party leader, Mr. Luis Herrera Campins, appears to have won the presidential election. He claimed victory in an election that saw about 90 per cent of those eligible to vote go to the polls.

    SYNOPSIS: Mr. Herrera campaigned on platform calling for the maintenance of his oil-rich country's backing of human rights and a new world economic order, but he hinted that on taking office in January from outgoing President Carlos Andres Perez, he would institute public spending cuts. He also told a news conference that his government would be looking at public finance and the extent of Venezuela's commitments abroad.

    Cheering supporters of Mr. Herrera's Social Christian Party poured onto the streets to celebrate the victory over the ruling Action Democratic Party candidate, Mr. Luis Pinerua Ordaz. Running third was Mr. Jose Vicente Rangel, of the Movement Towards Socialism.

    But is was Mr. Herrera's day of triumph as people rushed to congratulate him crowding into his home. Later, he said he would carry out a realistic, unprejudiced foreign policy aimed at safeguarding the best interests of the country, when he assumed office. The Social Christians have strong connections in the business community, the Roman Catholic Church and the middle class. It is their first presidential poll win since the end of military rule in 1958 and the overthrow of General Marcos Perez Jiminez.

    There was huge applause for Mr. Herrera when he emerged from his house to address the crowd of supporters and wellwishers and pledged himself as a fighter against both right and left-wing dictatorship in Latin America.
