    THE RULING RHODESIAN FRONT HAS APPROVED THE APARTHEID-SLANTED DRAFT CONSTITUTION PUT FORWARD BY PREMIER, IAN SMITH. THE RULING FRONT'S EXECUTIVE APPROVED THE DRAFT CONSTITUTION WITH ONLY ONE DISSENTING VOTE, AT A MEETING IN SALISBURY YESTERDAY (MONDAY).

    THE 110-STRONG EXECUTIVE MET BEHIND CLOSED DOORS TO PUT ITS STAMP OF APPROVAL ON THE DRAFT CONSTITUTION, WHICH HAD ALREADY RECEIVED SOLID BACKING FROM THE PARTY AT BASIC LEVEL.

    MEETING WITHOUT MR SMITH, WHO IS ON HOLIDAY IN SOUTH AFRICA, THE EXECUTIVE, -- REPRESENTING THE FULL PARLIAMENTARY CAUCUS AND REGIONAL PARTY OFFICIALS -- VOTED ON THE DRAFT CONSTITUTION, THE FIFTH TO BE DRAWN UP SINCE RHODESIA BROKE FROM BRITISH RULE IN NOVEMBER 1965.

    THE DRAFT PROVIDES FOR A RACIALLY SEGREGATED VOTERS POLL AND EVENTUALLY RACIALLY SEGREGATED PROVINCIAL PARLIAMENTS WITH A MULTIRACIAL SENATE.

    BUT THERE IS NO PROVISION IN THE CONSTITUTION FOR EVENTUAL AFRICAN MAJORITY RULE IN THE NATIONAL PARLIAMENT -- ONLY THE POSSIBILITY OF RACIAL PARITY AT SOME UNDEFINED DATE IN THE REMOTE FUTURE.

    THE EXECUTIVE'S APPROVAL WAS THE FINAL STEP BEFORE THE CONSTITUTION IS PUT TO THE PREDOMINATELY WHITE ELECTORATE IN A NATIONAL REFERENDUM, DUE IN MAY.

    NEXT STAGE IN THE PROCESS IS FOR A CONSTITUTIONAL BILL TO BE PRESENTED TO PARLIAMENT AT ITS RESUMED SESSION, OPENING ON APRIL 15.
