    Background: THE SECURITY COUNCIL YESTERDAY (WEDNESDAY) REQUESTED ALL MEMBER STATES TO CEASE SUPPLYING PORTUGAL WITH ARMS WHICH MIGHT BE USED TO SUPPRESS NATIONALIST UPRISINGS IN THEIR AFRICAN TERRITORIES.EIGHT MEMBERS VOTED FOR IT BUT BRITAIN, OF PORTUGAL IN THE NATO ALLIANCE.FOURTH NATO ALLY, NORWAY, VOTED FOR THE ARMS BOYCOTT.

    THIS RESOLUTION WAS THE VENEZUELA-PROPOSED COMPROMISE ON A MUCH STRONGER DRAFT TABLED LAST WEEK ON BEHALF OF THE 32 INDEPENDENT AFRICAN STATES BY THE SECURITY COUNCIL'S AFRICAN AND ASIAN MEMBERS, GHANA, MOROCCO AND THE PHILIPPINES.

    MR ALEX QUAISON-SACKEY, OF GHANA, HAD OCCASION TO COMMENT:
    PORTUGAL FOUND THE RESOLUTION"UNACCEPTABLE".U.S.REPRESENTATIVE, ADLAI STEVENSON, SAID HE HAD CAST AN ABSTENTION BECAUSE HIS GOVERNMENT DID NOT FEEL THE RESOLUTION, AS PRESENTED, WOULD "CONTRIBUTE TO A SOLUTION OF THE QUESTION." THE RESOLUTION PASSED TODAY ALSO ASKS PORTUGAL TO SET ITS AFRICAN TERRITORIES ON THE ROAD TO INDEPENDENCE.
